Hans K. Wagner is a nationally recognized emergency response leader with over 35 years of experience managing complex disaster operations and building resilient organizations. As Co-Founder and CEO of Early Alert, Inc., he directs strategy, partnerships, and service delivery across a national portfolio of public- and private-sector clients. His background spans emergency management, fire service, asset protection, and continuity planning—combining tactical expertise with executive leadership.

Mr. Wagner previously served for over 20 years as Fire Chief and Emergency Manager for the City of Marathon, Florida, where he led major emergency operations during Hurricanes Andrew, Katrina, Wilma, Harvey, Irma, and others. In each, he served in key command roles including Incident Commander, Operations Chief, and Logistics Chief. His leadership during high-risk, multi-agency responses reflects a pragmatic, results-driven approach grounded in field-tested experience.

He is also a Certified Public Manager (CPM), a designation that underscores his commitment to improving organizational efficiency and professional development while bridging the priorities of government and private enterprise. With this foundation, Mr. Wagner applies a systems-oriented perspective—integrating resilience, fiscal discipline, and strategic foresight into continuity operations.

Known for his collaborative business strategy, Mr. Wagner has led agency transformation initiatives, cultivated cross-sector partnerships, and advanced enterprise-wide preparedness for critical events. His work continues to shape Early Alert’s all-hazards continuity management mission and its commitment to protecting people, operations, and infrastructure nationwide.

William Wagner brings over 40 years of executive leadership in emergency management, incident command, and disaster operations. As President and co-owner of Early Alert, Inc., he drives national and international initiatives in crisis preparedness, business continuity, and all-hazards response, with a focus on development strategy and operational excellence across the organization.

A Certified Emergency Manager (CEM), Mr. Wagner has held senior operational roles—including Incident Commander, Operations Section Chief, Planning Section Chief, and Emergency Manager—supporting complex, high-risk events ranging from hurricanes and wildfires to pandemics and civil unrest. He has led coordinated response efforts for federal, state, local, and private-sector clients and is widely recognized for his real-time leadership during major incidents such as Hurricanes Andrew, Irma, and Ian.

In addition to his operational leadership, Mr. Wagner is a seasoned instructor and subject matter expert, delivering advanced training in emergency management, incident command, and disaster response across the U.S. and internationally. His academic background includes executive-level education from the U.S. National Fire Academy and the National Disaster & Emergency Management University, with a specialized focus on command-and-control systems.

Biography

Kyrie S. Wagner is an experienced operations executive with over 20 years of leadership in emergency management, municipal administration, and enterprise project delivery. As Chief Operating Officer of Early Alert, Inc., she oversees all operational functions—ensuring internal teams, field operations, and client deliverables remain fully aligned with strategic business objectives and organizational priorities.

Ms. Wagner’s career spans both public-sector service and private-sector program management. She previously served as Municipal City Clerk for Islamorada, Village of Islands, where she directed complex interdepartmental projects, public communications, and regulatory compliance. She brings extensive expertise in project management, operations integration, and continuity planning—guiding initiatives from concept through execution with a focus on performance, efficiency, and stakeholder impact.

Her background includes deep experience supporting Continuity of Operations (COOP), Emergency Operations Center (EOC) activations, and crisis response coordination for hurricanes, wildfires, pandemics, oil spills, and civil unrest. She has managed multi-agency liaison functions and played pivotal roles in large-scale incident response across both public and private-sector operations.

In addition to emergency management, Ms. Wagner contributes valuable expertise in client engagement, records systems, communications, and digital outreach. Her leadership has helped expand Early Alert’s operational reach, improve service delivery, and strengthen organizational resilience.

A Certified Municipal Clerk (CMC), Ms. Wagner is known for her collaborative leadership style, strong project execution skills, and ability to build trust across diverse teams. Her focus on operational excellence, strategic alignment, and team culture continues to drive Early Alert’s success in delivering scalable, all-hazards solutions.

Robert ‘Bob’ Koenig

Director of Response & Recovery

Biography

Robert ‘Bob’ Koenig brings over 38 years of experience in emergency management, incident command, and disaster operations across local, state, and federal levels. As Director of Response & Recovery for Early Alert, Inc. since 2013, he leads all major field deployments, operational coordination, and recovery initiatives across the company’s national client base. Bob’s leadership is grounded in deep field experience, instructional expertise, and decades of service in some of the country’s most complex and high-profile incidents.

A former member of the Type 1 Southern Area Red Incident Management Team and Planning Team Manager for Texas Task Force 1 Urban Search and Rescue, Bob also served as State Incident Management Team Coordinator for the Texas Forest Service. In that role, he oversaw 17 Type 3 IMTs and co-authored the national USFA Type 3 Incident Management Team Course (O-305). He chaired FEMA’s National Incident Management System (NIMS) Working Group under the National Integration Center and remains a national thought leader in command and control, training, and exercise design.

Bob has deployed in leadership roles for major disasters including Hurricanes Katrina, Rita, Ike, Harvey, Ian, and Idalia; the Columbia Space Shuttle disaster; the Bastrop County Complex Fire; and the Yearning for Zion Ranch law enforcement incident. He has supported major national events such as the NFL Super Bowl, MLB World Series, and political conventions in both planning and command roles.

As an instructor, Bob has delivered more than 30 All-Hazards O-305 courses, 40+ position-specific ICS courses, and multiple senior-level training programs for FEMA, TEEX, and the U.S. Coast Guard. He is a FEMA-certified All-Hazards Instructor and a qualified Liaison Officer and Training Specialist.

Bob’s strategic leadership, real-world experience, and instructional rigor continue to strengthen Early Alert’s response capabilities and its ability to support clients through all phases of disaster preparedness, response, recovery, and resilience.

Jake Mammen, B.S.

Director of Situational Awareness & Operations Coordinator

Biography

Jake Mammen serves as Director of Situational Awareness and Operations Coordinator for Early Alert, Inc., where he leads the company’s 24/7 Watch Office operations. With a background in meteorology, GIS, and emergency management, he brings a multi-disciplinary approach to real-time hazard monitoring, risk analysis, and operational coordination.

A graduate of the University of Oklahoma with a B.S. in Geography and minors in Meteorology and Broadcast Journalism, Jake began his career as a broadcast meteorologist before transitioning into emergency management. He has participated in EOC activations and supported real-time incident tracking for events including Hurricane Ida, major wildfire seasons, and periods of civil unrest. His work includes targeted analysis, risk mapping, and dashboard development to inform decision-makers and operational leads.

At Early Alert, Jake manages key situational awareness platforms, custom dashboards, and data-driven tools used across client-facing and internal operations. He played a lead role in developing the All-Hazard Analysis Tool, special hazard reporting templates, and multi-hazard dashboards for COVID-19, civil unrest, and severe weather tracking.

Jake’s technical skillset in cartography, spatial analysis, and emergency communications, combined with his proactive leadership style and adaptability, make him a vital asset to Early Alert’s real-time intelligence and operational readiness programs.

Lisa Watson, B.A., P-EMT

Director of Preparedness & Resiliency

Biography

Lisa Watson brings over 35 years of experience in emergency management, disaster preparedness, and public safety leadership. As Director of Preparedness & Resiliency for Early Alert, Inc., she leads the company’s preparedness, resilience, and continuity programs across both client-facing engagements and internal operations. Her role ensures that Early Alert—and the organizations it supports—remain operationally ready, compliant, and resilient before, during, and after disruptive events.

Lisa’s leadership includes oversight of Early Alert’s internal Business Continuity and Continuity of Operations (COOP) program, as well as coordination of SOC 2 compliance efforts in partnership with the company’s CISO.

With a background that includes service as Emergency Management Director for a Florida municipality and Deputy Emergency Manager for Monroe County, Lisa has led response efforts for hurricanes, wildfires, mass casualty events, and civil unrest. She has held command roles for the State of Florida’s EOC and field deployments and has supported FEMA disaster recovery and federal coordination across multiple major events.

As an experienced emergency planner, she has created comprehensive emergency plans, overseen over $10 million in recovery funding, and led preparedness initiatives across government, healthcare, and education sectors. Lisa continues to shape Early Alert’s mission with her practical leadership, deep operational knowledge, and commitment to long-term resilience.

Brian Urbancic, B.S., M.S.

Director of Environmental Prediction & Chief Meteorologist

Biography

Brian Urbancic serves as Director of Environmental Prediction and Chief Meteorologist for Early Alert, Inc., where he leads the organization’s environmental forecasting, hazard analysis, and predictive intelligence capabilities. His role ensures the delivery of accurate, decision-ready environmental intelligence to support crisis preparedness, response, recovery, and continuity across both public- and private-sector engagements.

A former U.S. Air Force officer, Brian brings over 8 years of high-level meteorological and operational forecasting experience. He began his career supporting 153 Department of Defense sites at Scott AFB and went on to lead global weather planning as Chief of the Weather Plans Division at the Air Force’s Tanker Airlift Control Center. He later earned his M.S. in Atmospheric Science from the Air Force Institute of Technology, further deepening his expertise in predictive modeling and atmospheric dynamics.

Brian’s operational leadership includes commanding 24/7 weather operations, briefing senior NATO leadership in Afghanistan, and supporting joint military planning during high-risk combat and retrograde operations. He most recently served as Assistant Director of Operations, where he led integration between weather operations and the U.S. Intelligence Community. He continues to serve as a Captain in the Air Force Reserve.

At Early Alert, Brian provides scientific leadership for the company’s hazard monitoring and situational awareness functions—translating complex meteorological and environmental data into real-time operational guidance. He supports executive decision-making and field operations during high-tempo activations, ensuring clients receive timely and actionable forecasting during extreme weather, wildfires, and other environmental threats.

Vice President, Global Enterprise Solutions

Biography

Pat Cunnane serves as Vice President of Global Enterprise Solutions for Early Alert, Inc., where he leads enterprise growth strategy, market expansion, and private-sector client acquisition. He is responsible for ensuring that Early Alert’s business development efforts are strategically aligned, operationally feasible, and contractually sound—supporting long-term partnerships while protecting the company’s reputation, standards, and mission-critical commitments.

With a global business background and firsthand experience navigating diverse markets, Pat brings a practical, client-centered approach to enterprise solutions. His ability to assess operational requirements across sectors allows him to deliver custom-fit strategies that align with each client’s risk profile, continuity goals, and resource needs. He is highly effective at cultivating new business relationships, educating clients on market conditions, and guiding them toward the right solutions—particularly in the areas of engineering, operations, and resilience planning.

Director of Client Services

Biography

Susan Cunnane is a proven leader with over 20 years of experience in business operations, client engagement, and emergency coordination. As Director of Client Services for Early Alert, Inc., she leads client lifecycle management, service delivery, and operational alignment across all programs—ensuring clients receive timely, responsive support during routine operations and emergency activations.

Susan is known for her clarity, accountability, and ability to build lasting client relationships. She is particularly effective at analyzing complex situations, driving action, and fostering trust across diverse teams and stakeholders. Before joining Early Alert, she served as Executive Director of the Stuart Airshow, successfully managing all aspects of a three-day event with over 50,000 attendees.

Her emergency management background includes Continuity of Operations (COOP) planning and Emergency Operations Center activations during hurricanes, severe weather, and other critical incidents—bringing valuable private-sector coordination experience to her role.

At Early Alert, Susan supports client growth and retention, serves as an onsite liaison, and bridges the gap between client needs and operational execution. She holds multiple FEMA Independent Study certifications and continues to strengthen Early Alert’s mission of delivering trusted, high-impact service.
